1．招标货物名称、数量、技术规格和资金来源：

招标货物名称：环缝洗涤装置

数量：1套

技术规格：

a)投标人所供设备的基本设计、详细设计。

b)环缝洗涤器组件，每套组件包括上部导流筒(如需要)、上部连接管、耐磨保护罩、导向杆、文丘里形外锥、可移动内锥体、驱动杆及填料密封元件、带位置控制器的液压缸、液压缸底座及机械锁定装置、为保证其性能完整性所需的其它元件等。

c)提出干油润滑要求（干油自动充填装置由招标方自供）。

d)比例阀控制柜。

e)调试用易损易耗件及特殊工器具等。

对装置本体设备的总体要求如下：

(1) 环缝洗涤器及配套控制柜应安全可靠，不能影响高炉的操作；

(2) 环缝洗涤器在正常使用条件下的寿命应不少于一代炉龄（≥18年）；

(3) 在一代炉龄内不能因灰尘堵塞、煤气清洗设备腐蚀等问题导致的专门维护检修，引起高炉休风。

(4) 环缝洗涤器一般保持恒压差操作，其值可调，但配套的液压设备应具有环缝全行程工作的能力（液压站利旧，其能力参数由招标方提供）。

上述设备均由投标人成套供货，在调试阶段所有因非招标人原因造成损坏的元器件均由投标人免费提供。其他要求详见技术部分。

2. 交货地点和交货时间：

交货地点：国外设备交货地点：CIF上海。国内设备交货地点：武钢有限。

交货时间：国外设备2028年1月FOB发货。国内设备2028年1月到货。

9. *对投标人的资格要求：

（1）未被国家企业信用信息公示系统(www.gsxt.gov.cn)列入严重违法失信企业名单（查询时间不得早于招标文件起售日）;

（2）未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人名单（查询时间不得早于招标文件起售日）;

（3）投标人应具有高炉煤气环缝洗涤装置供货业绩。本项目不接受代理商投标；

Shanghai Baohua International Tendering Co., Ltd.(Hereinafter referred to as Tendering Agency) is commissioned by Wuhan Iron & Steel Co., Ltd.(Hereinafter referred to as tenderer) on Open Tendering for the following goods required in Annular Gap Scrubber ofGreen and Low-Carbon Overhaul & Revamping Project of No.8 Blast Furnace, WISCO invites eligible bidders to online e-bidding.

1． The name, quantity, technical specifications and fund sources of goods for tendering：

The name：Annular Gap Scrubber

Quantity：1 set

Technical specifications：

a) Basic design and detailed design of the equipment supplied by the bidder.

b) Annular gap scrubber elements, each set of elements including upper flow guide sleeve (if required), upper connecting tube, wear-resistant protective cover, guide bar, Venturi outer cone, movable inner cone, actuating rod and packing sealing element, hydraulic cylinder with position transmitter, and hydraulic cylinder base and mechanical locking device, as well as other components required to ensure the integrity of their performance, etc.

c) Specify the requirements for grease lubrication (the automatic grease lubricator shall be supplied by the bidder).

d) Proportional valve control cabinet.

e) Wearing parts, consumables, and special tools and apparatus for commissioning etc.

The general requirements for the main equipment are shown as follows:

(1) The annular gap scrubber and associated devices shall be safe and reliable, without any influence on the normal operation of the blast furnace;

(2) The service life of the annular gap scrubber under normal operating conditions shall not be less than one campaign of BF (≥18 years);

(3) Dust blockage and gas cleaning plant corrosion resulting in special maintenance or repair to trigger the blow-off of BF are not allowed to occur during one campaign.

(4) The annular gap scrubber shall be operated normally at a constant but adjustable pressure difference, while associated hydraulic unit being capable of running throughout the full stroke of the annular gap (The existing hydraulic station shall be reused, and its capacity parameters shall be provided by the tenderee).

All the above-mentioned equipment shall be supplied by the bidder in whole set. During the commissioning, all parts damaged due to reasons not attributable to the tenderee shall be supplemented by the bidder free of charge.

2. Delivery time and place：

Delivery time：Imported parts: January, 2028; FOB Delivery. Local parts: Local parts shall be arrived on site in January, 2028.

Delivery place：Imported parts: CIF Shanghai. Local parts: WISCO.

3. *The bidders who have confirmed to participate the bid must log on China International Bidding Website (//www.chinabidding.com), and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.

4. Time for purchasing Tendering documents: Starting from：2026-06-30 to 2026-07-07 (Beijing time).

5. Sales prices of the tendering document: One complete set of Tendering Documents both in English and Chinese ( electronic version included). The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.Sales price is 1,000.00CNYor165.00USD

9. *Requirements of Bidder’s qualification：

(1) Not been listed in the list of seriously illegal and dishonest enterprises by the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn) (The time of inquiry shall not be earlier than the date of sale of the tender documents) (if applicable).

(2) Not been included in the list of persons subject to enforcement for trust-breaking on the website of "Credit China" (www.creditchina.gov.cn) (The time of inquiry shall not be earlier than the date of sale of the tender documents) (if applicable).

(3)The bidder shall have references of supplying annular gap scrubbers of BF gas.Don't accept bids from agents.
